To upload custom video background make sure Background section is opened and scroll down to field "Url to the video (mp4 format)". Youtube, Vimeo, Dropbox or Google Drive videos will not work, video must be self hosted on your own server. If you or your company owns a web site, it is supposed to have a server where it is hosted. Upload the video there and get the link to that video. As an example: https://companyname.com/video.mp4, your link must be similar to that one, use it for the field "Url to the video (mp4 format)".
